Justin Chapman

Justin Chapman is a retired police officer, retiring as a captain after 28 years of service. Many of those years have been focused working with schools. He worked often with school districts as a liaison for the police department, advising on countless policies, training and projects over the years.

A defining moment occurred when he was an S.R.O. and was able to prevent an active shooting event at the high school he was working at. This was prior to Columbine and it lit a fire in him. He researched active shooter events and developed an active shooter protocol (E.S.C.A.P.E.) that he trained staff and students on. He also began to practice single officer response to active shooters and trained other officers to do the same.

He has spent many additional years instructing law enforcement, school personnel and other private and business groups.  He further trained and helped develop and implement  support programs like Youth Court, Teen-dating violence, D.A.R.E., N.O.V.A., E.S.C.A.P.E. and many others.

He pursued school safety training and best practices at the local, district and state level of instruction, policy making and legislation in the state of Utah and has the following certifications:

FBI- Certified Instructor Development (Certification 2011)

IADLEST- International Association of Directors of Law Enforcement Standards and Training (Trainer Certification 2021- 02/28/2025)

CSTAG- Comprehensive School Threat Assessment Guidelines (Trainer 2022-Present)

CPTED- Crime Prevention Through Environmental Design through NICJ (Professional trainer/assessor certification 2023-2027)
