Anne M. Kelleher, Senior Legal Instructor for Blue to Gold Law Enforcement Training, brings a deep blend of prosecutorial experience, law enforcement leadership, and academic focus to her legal instruction. She is a licensed Idaho attorney with a Juris Doctor emphasizing Native American Law from the University of Idaho College of Law, supported by a master’s degree in criminal justice and undergraduate degrees in criminal justice and sociology. Her background reflects a long standing commitment to crime prevention, sound prosecution, and legally defensible policing.
Anne’s career includes extensive courtroom and supervisory experience as a felony deputy prosecutor with the Nez Perce County Prosecutor’s Office and as Deputy and Interim Chief Prosecutor for the Nez Perce Tribal Prosecutor’s Office. In those roles, she handled complex felony cases, appellate matters, and tribal court proceedings, while working closely with law enforcement agencies to ensure investigations and procedures met legal standards. Her work is particularly notable in the area of Native American law and jurisdictional issues, where she has litigated, supervised staff, managed budgets, and developed prevention focused programs in collaboration with local agencies.
Before becoming an attorney, Anne served fourteen years with the Clearwater County Sheriff’s Office, retiring as a Patrol Sergeant. She supervised patrol personnel, served as a Field Training Supervisor, conducted investigations, and testified in court. This combination of patrol supervision, prosecution, and legal scholarship allows her to teach law from both the officer’s and prosecutor’s perspectives. Agencies value her practical approach, depth of experience, and ability to clearly connect legal principles to real world law enforcement decision making.
